PIO card vs OCI card

Hi,

I hold a H1 visa and I delivered a baby girl here in US on 12/23/2007. We applied for her US passport and we got it mailed to our home address as well. Can I apply for OCI card for her now ? Or should I only get PIO card now ? Can OCI card be applied without having a PIO card ?

No OCI for her. Only PIO.
