PIO thumb impression

I am filling the PIO application for my son, and need to take his thumb impression. I am tying to take the thumb impression on duplicate copies of the original form. Since the forms have to submittted in duplicate, can I send two signed copies of the Original filled form (instead of sending the Original form itself)? This is because I can keep tying the thumb impression on duplicate copies and take the ones where the impression is coming fine.
Any ideas?
