PIO card not yet received after 6 weeks

I had applied for my daughter's PIO card through mail at CGI Houston and it reached the consulate on March 25th 2008. I still haven't received her PIO card even though the lead time as per the CGI Houston website is 4 weeks.

I have mailed them and also tried calling them but no one answers or replies.

Is there any other way to find the status of the PIO application?
