PIO card while in India

Hi,

My daughter is US citizen and is with her mother in India for 6months visit. I'm on H1 visa and my wife is on H4 visa. I would like to apply for PIO card for my daughter, can I apply that in India or should I apply at the Indian Consulate in US. If anyone has done the same please inform me more on how to proceed.
