PIO Card

Please help me, I have a question, I applied for my 12 month old US citizen PIO card but her father is not a part of her life and has never been involved and left before her birth, and now Embassay at Washington DC has said they cant issue PIO card as father's information is not there, Is there anyway I can get visa for my daughter to India / PIo card even though I am not able to trace her father.

Please help me I badly need to take her to India......Many thanks...

Do you have the sole custody of the child?

Do you have any court papers or any other documents indicating that?

If so, you can use them to approach Indian consulate.
