I am born in India Hyderabad I am resideing at jamaica I got jamaica citizenship but i did a name change but i went india high commission at jamaica to get my oci card they said to me i have to do from india not from jamaica please let me know about oci card.

If you are Jamaican citizen, you can change your name in Jamaica. You don't have to do it in India. I am not sure why they are saying that.
