PIO card for newly born babies

Hi,
I am living near to Washington, DC I had all the info regarding PIO card for newly born babies Only one thing i need to know is

- Should I carry my newly born baby to apply in person

If any body knows pls suggest i tried calling the number but nobody is picking up the phone

Hope some one will help me in this.

I don't think it would be necessary, though I'm sure the folks at the consulate will be pleased to see your newborn...

Also, I've never heard of any Indian Consulate picking up the phone at any time ever ever ever, so don't take it personally...
