PIO vs OCI

Hi,

In the comparison chart of PIO Card vs. OCI Card, under Eligibility, it is mentioned that Foreign-born children of both Indian parents are NOT Eligible. Please clarify if this mean that if the parents are Indian born and their children are born in the USA, the children are NOT eligible?

By "Indian parents", it means "Citizen of India".

That is both parents are citizens of India, US born child can't apply for OCI.
