Reg US passport for child

I am on L1 and my child born in US few weeks ago. I am planning to take Indian passport for him as we are planning to return to India after few years. My question is can my child apply for US passport in US consulate in India when he reaches age 22 / 23 ?

US Passport

Well, AFAIK, the kid will have to apply for a US passport once he/she turns 18, again this is my understanding and interpretation of the citizenship law and not an expert advice.
