  • OCI or PIO establishment: Help needed

My mother was born in India in 1930 i.e before the partition in 1947. At that time it was called Pakistan. During the partition her family moved to India and then she got married and left for Mauritius where she became a citizen. She now has a Mauritian passport. Unfortunately her passport says Pakistan and not India as her place of birth. When she landed in Mauritius in 1950s, she carried an Indian travel documents (i.e Passport-like) but she lost it at that time. Hence she has no evidence of Indian origin besides her mauritian passport showing she was born in Pakistan in 1930. She now wants to apply for POI or OCI as she wants to travel to India every year.

    Here is the challenge:

How can she prove to the Indian Consulate that she is of Indian origin ?
How does she explain that she was actually born in India and not Pakistan as prior to 1947 there was only India ?

    Please help!!!

Sorry I forgot to mention that the consulate did not approve his tourist visa to India due to the fact that she has Pakistan on her passport. That's why I am thinking of PIO or OCI. Sorry I missed this in my earlier email.

It would not be possible for her to get PIO or OCI either, in that case.

Well, is there a way to prove and explain that prior to 1947 anyone born in Pakistan is actually born in India. I thought this is no brainer and was not something to argue about as every Indian knows that. Since my mom was born in 1930, this should not be an issue. What do you think ? Do you know of any case like this ? I need some advice as my mom is feeling quite depressed to get a rejection when her immediate families are still in India. Please help
