Renewal /lost passport

dear sirs/madam, i need help for my lost and renewal passport , i already apply for lost/renewalpassport at cgisf sanfranscisco,usa, in march/20/2009.till today i did not received my new passport,every time i email for status of my passport, they mentioned that they waiting clearance from indian authority,as i know that i already clearence from mumbai police. If you need i will submit file no. So please help me to find out where i can checked my status?
