OCI Applied in Chennai, got a letter from New Delhi

I applied for a OCI misellaneous sercvices(change of name and new passport for my minor) in FRRO, Chennai . I got a letter from New Delhi telling me to come for the interview in New Delhi for the first week of March. My Question is this a mistake? I think i should be appearing for the interview in Chennai for my kid instead of New Delhi. Did anybody face this situation. Can i please advise what is the steps needed to rectify this situation so i can appear for interview in Chennai. Any response to this is highly appreciated.

Another Q , if it is for my 4 year old daughter does she need to appear in person for the interview or just myself would be good enough with her passport and old visa
