PIO card in SFO - apostilled copy or notarized

I am apply my sons PIO card in SFO my mail. Along with all the other documents do i need to send an apostilled copy of the my sons US passport and birth certificated as stated in the SFO Consulate application. I am confused by the responces from some people on the forum who mentioned that notarized copies would work.

Any infomrmation would be greatly appreciated.
