Is US born caucian spouse eligible for OCI

I was born in India but am now a US citizen. My spouse is US born of caucasian decent. I am planning to apply for an OCI card for myself and wanted to inquire whether:

a)Would she qualify for an OCI card and if so can I include her in my
OCI application? If not does she qualify for PIO and would my OCI card be
needed for her PIO application
b)Can I apply for my kids in my OCI application
