OCI new passport timing

What is the time taken by the Indian embassy to move the OCI to new passport.( this is for minor)

I will be applying from London.

I don't think they are sticking the U sticker anymore. The processing time for re-issuance of OCI document in SF is 60 business days (crazy).
The question is - can you travel with both passports? I am in the same boat. Please let me know what you find out.
