Fresh Vs Re-issue Passport

Hi,

My passport (original validity 10 years) is expiring soon (July 2010). While applying for new passport, the application form gives 2 options in drop down menu in 'service desired' section: 1) Fresh Passport 2) Re-issue of passport.

Which one I need to select. I went thr' their rules. They are confusing.

As the passport is expiring after its 10 year validity, you will be applying for a fresh passport now.
