OCI Photograph

Hello:

I would be much obliged if you could give me the following info:

Under instructions for OCI photograph, in the second paragraph it is said that

" Photograpgh should measure 35mm X 35mm (San Fransico, Chicago and Washington DC allow 2" X 2" alternaively ) without a border. "

Since 2" X 2" is exactly the US Passport Photo size and I will be submitting my OCI application to Washington, DC office, does it mean I can submit the photo taken for a US Passport for OCI too?
