    what will be my penalty if 5 months have passed since I got US citizenship. Also who will have to notarize the Form for the application. Can I apply it in person in NYC?

      Yes I did. But I got confused after reading information at Consulate in NY.

      and no one picks up the phone at the consulate to verify. Its soa nnoying. Cant they have simple FAQ s?

      Please let me know if you have more info.

        Our web site immihelp.com exists in the first place because the government instructions are rarely easy or simple.

        That is the reason we immediately made the surrender certificate web page based on our best understanding of the situation from different sources. That is why our web pages are much simpler to understand than the government ones. Of course, if there is no clarity available from anywhere, there is not much we can do as government makes the rules.

        As far as I know, there is no penalty in your case. Just the fee of $175. Any notary can notarize the form.

        I wish that the consulates had provided any better or simpler information.

            Renunciation Certfificate - Daylight Robbery by Consulate

            It was a big surprise and shock to me when I head about Renunciation Certificate requirement when I tried to get visa recently. It is like a holding Person of Indian Origin (PIO) hostage for a law not known to common people. Asking for a $ 175 + Penalty is just a plain robbery. How come indian government woke up in 2010 for a law passed in 1967? How come Consulate never informed general public before 2010 when they went for visa? This is just a cash cow for Indian Consulate in USA. It was also surprised to me that PIO only gets entry visa which is expensive than visitor visa issued to non-indian. PIO living in USA are just being penalized for just being a PIO. I think it is time that PIO make some noise and put Indian Consulate on notice that we are sick and tired of high consular fees and nonsense like this. Too many Indians living in USA takes things like this granted because they still have some love left for motherland. I don't think second or third generation of indian living in USA will care much of India if they have to go through this kind of nonsense.
