Surrender Certificate for cancellation of the Indian passport

Hello,

I have question about Surrender Certificate for cancellation of the Indian passport. Is this rules for every one? I mean US citizen who have only Indian visa or PIO or OCI. Because I became US Citizen in 2009 January & have travel visa for 10 years. And my passport has already stamp of cancellation. So Do I need to get certificate or not? And if I have to sand it than New York is nearest consulate so do I have to pay $175?

Now about my parents. They both got OCI before 2 years ago. So do they need to get certificate & do they also need to pay $175?
