1. As per the latest, I dont need a surrender certificate for the PIO. (I became as citizen in 2007). Yes/No
2. From NY, I would still need to get my passport cancelled before the PIO. Can I send the old passport along with the PIO app to be cancelled, or does it physically have to be a 2 step process (send passport for cancellation, get it back cancelled, and then send the PIO app) ?
