Is CKGS DC open to drop off applications?

I have to apply for renunciation and then OCI. I prefer to do it in person. I cannot find any information online.
Besides their contract is ending with Indian government at the end of this month. What does that mean for applications that are submitted this month?
Why does their application need spouse's old passport information? what use they have when we are applying for our own renunciation certificate?
