CKGS Refused to receive my passport renewal application

Hi,
I send a passport renewal application last Saturday to CKGS Illinois. I received an email from UPS CKGS that refused to receive an application an application will return to the sender.

Does anyone have an idea about why Ckgs did not receive an application?

What can I do next? I send a cashier check in my application which includes shipping and receiving cost. Do I need to Issue a new chek? Do I have to fill a new application?
