Please advise what should I do, Indian embassy recently add to requirement that US passport must be copied and notarized. I went to get it notarized and notarize person is saying its illegal to notarize the US passport.

because noone really notarize copy of such documents but you can write a statement saying " This is a true and correct copy of my U.S. Passport.” then they'll notarize that statement. I had recent experience as lpr and dl copy notarized is reqd.

Notarized means that the document was signed in front of the Notary and that they have verified the identity of the person signing it. That is all. They do not care what the document is.
Obviously, they will not notarize an empty document, it is not the same as attestation in India. You have to sign it in front of them, and they will confirm you signed it.
So do what "Jot18" has suggested, and the notary should have no problem with it. If they still object find someone else. Public Libraries, Banks, Townhalls etc usually have a notary on staff who does it for free. If not got to the nearest UPS store and for about $5 per sign, they will notarize anything.
