$175 for surrender certificate not received even after 2 months

I mailed Indian passports along with surrender certificate forms and $370 fees ($175+$175+$20) on 24-May-10. I didn't received them yet. Today is 5-Aug-10. Anyone know have this problem? Are they holding it until "return of $155" rules is passed? Please let me know if you have any info on this issue.

No response from consulate. I called them, written letters, emailed them etc.
I am planning on a visit next weekend to the chicago consulate.
