India travel restrictions (April 2021)?

Perhaps this is a wrong forum but is there a good source of information to learn about:

• Quarantine requirements once you land in India (from US)
• Inter-state restrictions, if any
• Are existing 5-year tourist visas still invalid? Are there any hopes for them to be be allowed by April (next month)?
• Will new tourist visas (for US citizen) be issued by April (next month)?
