Indian visa for a minor

We are planning to go to India around April end.
Our toddler doesn't have an OCI card and even if we apply now, we won't get it on time...so we were thinking about applying for an entry visa instead.

has anyone done that recently?
Do we know if the consulate is issuing these visas?

(PS: I will be applying in the SF consulate)

Yes, you will need emergency visa in your case.( I don't know if they ask for proof of emergency). Emergency visa is being issued. Please visit website of your area's consulate/embassy

yes, SF does give emergency visa for Minors:

It takes about 5-7 working days (yep thats their service for Emergency visa)

Make sure in the Parental authorization form:

Notarized Parental authorization form, duly signed by both the parents, with copies of their passports (only for minors). Please note that in case of minor is not able to sign or put thumb impression on the visa application form, then either of the parents or both of them can sign the minors visa application. Unsigned application is liable to be rejected. Note: Please ensure that the period in the parental authorization form (from --- to --- ) should be more than 6 (six) months during the time of submission of the visa application. Visa will be issued as per the duration/period mentioned in the Parental Authorization.
