Original US passport no longer required for new OCI

There's some new notice posted by VFS today (4/10) saying that new OCI applicants no longer need to send original US passport. Only self attested passport copy is required. No notary too. Check VFS site for details.

Could you please point to the link on VFS that states that?

I see two document checklists on VFS site for OCI:

Which one is the correct? Notice the names of the pdfs -- they are similar, but the contents are different.

This is a great step to reduce some overhead and anxiety in the process. Looks like it is posted on the VFS website, but the consulate's have no information on this.
