Send US Passport with OCI Application?

I am confused about the OCI Application - I am applying for my infant daughter and we plan to travel to India around Thanksgiving.

I plan to apply today for OCI online for her and send in the papers tomorrow. Do I need to send the original US Passport of my daughter - or a copy is good enough?

I thought you have to send the US passport when there is an approval online after you apply.

I have no clue where you are applying from. Some do, some dont. I know that NY does not require original passport to be sent, SF probably does.
