Oci eligibility for PIO card holders

Dear Sir

I will appreciate if you can help me.

I have PIO card issued recently. Since my spouse have OCI, I also want to apply for OCI Card
As far as my documents are concerened I have the following documents in the support of OCI
1) I was born in Mombasa and currfently residenc e of UK and obtained nationality by naturalisation
2) My Spouse born in Mombasa ad residence of UK and have British nationality br Registration
3) My father born in Talala Gujarat have British nationality and have British passport
no other documents avialabe
4) my Mother born in Mombasa and Brritish Nationality and have British part and Birth certificate
5) My garand father born in Madhapur Gujarat India and have British passport and Death certificate issued from Kenya
BUT
6) My grand mother born in ViROL Gujarat India have British passport but issued in Mumbai Inidia b
BUT but issued by British Deputy High Commission Mumbai (Bombay) India and also Death certificate issued by British Authority London

Since my grand mother born in India and I have the passport issued by British Authority in India Do I qualify for OCI?
If your answer is yes am I entitelled for the refund if not how much I have to pay extra
PIO fee is £215.00 and OCI is £165

I will appreciate if you give this subject priority

You are eligible for OCI because your father was born in India. You will need any of your parent's or grand parent's birth certificate.

There is no refund.

PIO card holders have to pay $25 to get OCI.

Can any one tell me if we need to send the empty priority mail envelope with our address written along with the PIO documents?.Can you tell me how many days it will take to get PIO card through mail from NYC offic
