OCI Card - Surrender certificate by parents

Hi,

I am a US citizen. My parents are former Indian Citizens who have now become US citizens. I was planning to apply for the OCI card. However there is a new rule now where my parents have to surrender their Indian passports. If this this is the case, how can I still apply for the OCI card.
