indian entry visa and surrender certificate

Hello:
My husband recently got his US naturalization and applying for US passport tomorrow. We are planning for a trip to India mid-December. If he is applying for Indian entry visa, can he apply for it along with surrender certificate? Do we have to wait until he gets the surrender certificate before applying for visa. What are the typical processing times for surrender certificate?

His application will fall under the jurisdiction of Consulate General of India - San Francisco.

Visa Application with SC

It is the other way round.

You can apply for SC along with your Entry Visa Application.
