PIO Card/Mariiage

Hi ,

I am Indian passport holder. My wife is currently having Indian Tourist visa valid for till 16th December 2010. I have
following questions,

1. Can I apply for her PIO card before her Visa gets Expired i.e. before
16th Dec 2010 ?
2. Also is there any rule which states that she is Eligible for PIO only
once she complete one year of marriage ?
3. What all documents is needed in this case ?

Please reply, we are planning to visit India on 9th January 2011 so want PIO
card ready before we plan to buy tickets.

Is she of Indian origin? What about the origin of her parents?

No. She is morocco origin(same for her parents) but married to me(Indian
citizen).

Thank you so much. The only reason I was confused on 2nd question is because on immihelp.com it is specified that 1 year of marriage should be completed before date of application.
