Passport Application Rejected

Hello,
my passport is expired and i have send it to vfs for renewal. and its been rejected.due to this error how can i fix this where exactly is Change of Particular in forms ? and i have paid $133.41 with my credit card. would i get my refund with out shipping charges ?
Remarks:
Your application is being rejected and returned back to you as you for did not select anything for Change of Particulars, whereas you need changes to be made on your new Passport. YOU NEED TO CHANGE YOUR ADDRESS ON YOUR NEW PASSPORT. Please don't send this application back to VFS. You shall receive refund in next 10-15 days’ time. Sent thru

You need to select in Reissue Reason

Change In Existing Personal Particulars > Address , if the address is different from last passport

Yes thank you i did it, re submit new application again and i have just received renewed passport. but the picture is so dark. like i am a African guy i send clear color picture. would i face any problem with unrecognizable picture of me at the airport ?
also do i have to carry my cancelled old passport when i travel along with new renewed passport ?

hi asis38, my passport application also got rejected due to the exact same reason: Your application is being rejected and returned to you as you did not select anything for Change of Personal Particulars, whereas YOU REQUESTED TO CHANGE THE ADDRESS ON YOUR NEW PASSPORT

As I understand I have to submit a new government application form as well as VFS application and pay the required fees - is this correct?
Also I need to understand what I need to provide here:
Have you ever applied for passport, but not issued? --> Should I reply Y or N?
3) Provide the following details if the applicant has been refused/denied passport.
3.1) Have you ever been refused/denied passport? --> should I reply Y or N
