Houston - Surrender Cert + OCI together ?

Has anyone applied for Surrender Certificate(SC) and OCI together at the Houston consulate ?

Immihelp states in one location that SC has to precede OCI, and in another reference, I see a mention of SC + OCI may be applied together.

Looking for the most expeditious way of getting both done.
I dont mind making a trip to houston if thats what i takes.
