OCI Card for non indians- Pl assist.

Hello,

I recently got married to an American citizen of Indian origin ( born in USA). I want to apply for a OCI card for my wife, her parents no longer hold Indian passport. I am currently on Employment Based US Greencard and with a valid India passport. I tried calling the Indian consulate in Houston for help, no one there cares to answer calls or return voice messages.

Please advice if my wife is eligible for a OCI card.
