On H1 visa. Passport is about expire. VFS asks for Government Reference Number or ARN

This is the first of renewing Indian passport. VFS ask for Government Reference Number or Application Reference number.
I am an Indian citizen. I would not have OCI card.

So, what is the Application Reference Number here?

You have to apply to the govt website first. https://embassy.passportindia.gov.in/ You get a registration number emailed to you. That is what you need. The screenshot you have is for paying the fees.
