Indian Passport Renewal SEVIS FEES and Flight Ticket

Hi,
I sent my Passport for Renewal to SFO Consulate, and the passport was received on Dec 3rd. I send an email to the Indian Consulate, and they replied back saying it will take a minimum of 8 weeks? I need to book my flight tickets to India, and also pay the Sevis fees for my Visa Stamping at chennail consulate. Can i use the old passport for booking the tickets and Sevis Fees, or do i need to wait for the new passport?

8 weeks is a long time. I was reading varius forums and most of the people receive the passport back in about 10 days?Does any one have an idea what the average time are at the SFO consulate in December? That would be very helpful.

Did you hear anything more on your question? Or have you received your passport already? I have to travel 6 weeks from now - so I'm wondering if the 8 weeks is a real number!
