Need Steps for filing new OCI + Renunciation together

Dont know why even in 2024, the process is so confusing. I was naturalized during Covid in 2020 and things were chaotic since then, so never had a chance to apply for oci or renunciation. Would greatly appreciate step to apply for them together. I hope I wont have to pay any penalty for applying renunciation late. I am planning to mail everything to the Washington DC center.

Dont know why INDIAN got website and instructions are so complicated. Why dont they make it simpler to send passport and get OCI card in return?!!
