Does having a PIO card help with petitioning?

I am a United States citizen with a PIO card. My fiance is a resident in India. We are trying to figure out the best option for getting married.

1. Does having a PIO card hold any benefits for getting married and processing her visa in India? Would I be able to process the I-130 at the consulate in Delhi?
2. Is going the student route smarter than a fiance visa or petitioning for the I-130 back in the states?
3. Would anyone recommend one route over another?

Your PIO is nothing to US immigration.

She is not eligible as a student since she has immigration intent.

You must file either for a fiance or spouse visa depending on where you are planning to get married. There are NO shortcuts.
