  • Recent parent immigration interview refusal 221(g)

    My mom just got a blue sheet with 221(g) after her immigration interview in Guangzhou, China. Here is what the visa officier wrote:
    1) Did your son buy medical insurance in U.S. for you? Explain.
    2) How do you avoid her to become a public charge?
    We need to provide additional document to continue this petition.

    My question is:
    Is it required to have medical insurance purchased before interview? FYI, I called a health plan member service and they told me I can not buy insurance for her because she does not have SSN yet. I can not buy traveler insurance either, because she is not a traveler. What can I do to convince them? FYI, we have decent income (more than $100k annually) and my mom has a real estate property that worth at least $250k. Any suggestions to answer these two qustions.

      Immigration Insurance

      All insurances sold in https://www.insubuy.com/new-immigrant-insurance/ are intended for visitors. My mom is not a visitor and isn't it a fraud to buy "visitor" insurance for new immigrant?

        Be careful before you write such things, without understanding what you are talking about.

        Those plans are meant for new immigrants to the USA while they are not still eligible for domestic insurance for the exact reasons you mentioned in your original posting.

        Could you please tell me where does it say anywhere in the any of the brochure that those plans are visitors? How much do you know about these insurance plans?

          New Immigrant Insurance

          I may be wrong.
          Sorry, I saw the verbage that reads, "Visitor Medical Insurance: For Visitors to USA" on this web site:


          Also, the "Inbound USA" insurance has a statement that says,
          "Inbound USA®
          Inbound® USA is a scheduled benefit program providing basic medical coverage for non-U.S. citizens visiting the United States. " They all have "visiting" wording. I am not an expert on immigration medical insurance, but just skeptical.

          Also, I have contacted a few immigration service agencies. Most of them told me that I only need to write a declaration to show that my mom will live with us and we are going to buy insurance for her once she is eligible to buy insurance from big HMO such as Kaiser Foundation Medical Plan. The VISA officier may think we buy these short term insurance just for show, as they do not cover real serious condition that require hospitalization. What the VISA officer really fear is a immigrant comes to the U.S. and get sick, end up wasting hundreds of thousands of tax payers' money because she/he can not afford comprehensive medical insurance plan.

          On another note, I also heard from one law office staff that many Visa Officers in Guangzhou are corrupted. They have connections with those law firms lying outside the U.S. Consulate. No matter how much document we have or how qualified we are, they will always find some excuse to delay or refuse the visa, because we did not bribe them. I am not sure that is true...but will try on my own first before hiring a lawyer.

          Anyone else have encounter delay due to lack of medical insurance at the interview? I think I made a mistake by printing out medical insurance program at the hospital I work. When visa officer asked my mom about whether we bought insurance for her, she said "probably". That's what trigger the visa officer to look for evidence of insurance. I thought we prepared too many documents at first and in fact, almost "over-kill". However, we still get one thing picked on.

              Temp Insurance for New Immigrant

              FYI, I got a response from Visa Section Supervisor. They are not asking me to provide current insurance evidence, but to lay out a plan how to obtain medical insurance when my mom gets here. Provide details to support my plan.

                How old is your mother?
                What state would she be immigrating to?
                I understand that she would be green card holder (permanent resident of US). However, in reality, how long out of a year do you think she would spend in the US?
