why is my insurance application always declined online

I am a visiting scholar in Virginia Tech, Blacksburg, Virgina. I will stay at USA for one year. I want to buy the Insurance, that is 'Visit USA-HealthCare Basic Plan'. But after I completed the application online at https://www.insubuy.com/visit-usa-in...tor-insurance/, the website shows the application to be declined.
I use my visa credit card, which issued by Shanghai Pudong Development Bank, Shanghai, China.
Does your company have a limitation on the credit card?
If not, why decline my application? By the way, I can use this card to pay for my others shopping online in USA.

It is possible that your credit card company is declining the transaction.

I would suggest that you call your bank and ask them to manually authorize the charge and try again after that.
