Money Transfer from usa account to india while stuck in india

My friend had H1 visa stamping issue when he went for stamping to india.he got stuck in india now. He was in usa for 6 years and ge has bank accounts and savings in usa. can he do online wire transfer or use xoom from india to get his money from his usa bank account to india.
