Applied for my lost passport and never got it after police clearance

I applied for my Indian Passport in Chicago, IL in 2000 and after Police clearance in India, they refdused to give me my passport and every time I called or went to the Embacy they have different reason not to issue my passport. And someone told me if I hand over $1000 extra they will issue my passport. I was very surprised to hear this corruption in Indian Embacy in USA. I been so tired calling them that I finally gave up. I moved away from Chicago yr latter in Atlanta, GA and I been calling them on and off and they been saying what proof I have if I am Indian, after Police clearance. And then next time they asked me If I know any Indian who is citizen from India and here who can say he knows me from back home form India. Then they said am I a USA citizen and if not then have to marry a citizen to get my passport from India, otherwise they said they will inform immigration dpt. about my status as I had work permitt that time.
A month ago I send them my receite # with certified letter to find out about my passport status and it is over a month but no responce. I emaile dthem and Washington office bu tno responce. My father passed away in 2003 and I finally decided to go back to India for ever and I called them to issue me a passport and they said finally I will get a simple paper to use as a passport but not a passport, what a drama and corruption! I paid $200 for lost passport by MO and 12 pic with police report, copy of Driver license and copy of work permitt. These documents were asked by them and fulfilled all requirment but still my passport is not in my mail, why? Is there any way I can file a complain about them and if yes where?
It is very frustrating when appling for a passport and paying all those money and waiting for over 6 yrs and still I have not received my passport and asking me weared questions every time, knowing I am woman and no man to come forward to approach on my behalf and probably I will bribe them and I will not as I am not a terrorist or from another country and I am proud of where I am from and I am ashamed to say some times that I am from India where there is so much corruption that you have to die to get your passport and these embaseder don't have no respect or ethics to issue Passport to the Indian citizen after fulfilling all requirment. I like to find out if anyone have similar experience and what can be done. Thanks!
