Can we get Perm documentation online anywhere if I have A- YYYY - YYYY number ?

I work for a on a full time basis and have I-140 approved, HR told me they filed my perm as worksite location specific which is based out of texas*

I am plan to move from Texas to Florida work location, however they are saying, they have to start the perm and 140 process again from scratch and will not do it as they have to go through whole process because there is a change in location ?

is that true, is there anything that can be done regarding my currently approved Perm and I-140 ?

PERM is tied to the location, because you have labor market test tied to a location. So, your employer is right. Any change from original location needs a new perm.
But I wasn't clear what you mean by get perm documents with a-number.
