Can coworkers apply during the LC process?

I am in a supervisor position. However, many of my coworkers have the experience to apply for the supervisor position. If they apply during the LC process, can my application be denied if they are found to be qualified for the position?

On another subject, I started the company in a junior position and have moved up to a supervisor. Can I do the LC process based on the supervisor job requirements?
