EB3 2002 Substitution

I am heaing substituion of labor will go away pretty soon.

1) How risky is substitution and depends upon what main factors?

2) How much time does I-140 for EB3 (substitute) takes now-a-days?

what kind of substitution? The I140 is currently in April 2006 for EB3 category. Let me know if this helps.

EB3 2002 Labor substitution

This is labor substitution for new employee. Old employee (for which labor was filed) left the company. Company want to re-substitute for the new employee who just joined.
