Is LC Portable if in same county?

My friend fears that he will face lay off in February. His H1 expires in Dec 2001. He has approved I-140. He can reatin PD if he starts over again. But he has to file for LC with new employer. He thinks that the time is not sufficient.

I heard that LC is portable AS LONG AS the job description is same AND the place ( region, state or county) is same.

Please help.

NO, LC is not portable. He has to start from the begning even if his job duty/location is same with new employer.
