Can the priority date be retained if converting a pending LC filed before 7-26-00 into the RIR now based on the new RIR proposal or have to wait until the new rule is actually implemented? Thanks.

Hi, immi888. You are the only one giving an absolute yes answer though I have asked that from several resources and no one said "yes" because it is just a proposal now. Only when it is finalized, all the PD can be maintained. May be you had such an experience or saw someone had experienced that. Can you confirm your answer and tell me how to preserve the PD? If no response, the answer should be "No."
