Question about labor certification appealing

DOL denied it because a printing advertisement did not clearly state the physical location of the job, namely the city and the state's names. My lawyer is working on an appeal that the location info was embedded in the advertisement because a website of the job was posted, where location was provided. Not sure whether it can make sense to DOL.
Wondering whether anyone here has heard similar stories, or give suggestions on possible approaches to deal with it? Thanks!

Lately it has got more and more difficult to win an appeal, and its seems to be possible only when DOL has made a mistake.

This is largely to do with the current economic conditions and the job situation.
