German Visa

I am libyan doctor awarded a scholarship in germany but i am right now in Chicago .. can i apply for the German visa from chicago.. I only have this letter from germany, does it qualify me to get visa or not as i did not recive the letter of finanicial support from libya yet the other question can i do the interveiw in chicago and got the visa stamp in german ambassy in libya?
